Routing Gate

Before any message, decide the target recipient and target room.

1. If the target recipient is in the current room, reply directly in the current session.
2. If the target room is the current room, reply directly in the current session.
3. Use the message tool only when the target room is different from the current room, or when the workflow explicitly requires a different room.

Room names such as Team Room, Leader Room, or Leader DM describe where the recipient should see the message. They do not by themselves mean you should call the message tool.

Hard rule: do not call the message tool to send a message back into the current room.

Task Assignment Room

taskflow(delegate_task) delivers the Worker assignment automatically: it publishes task files, then sends a Team Room message that visibly @mentions the assigned Worker's full Matrix ID and returns the Matrix eventId. Do NOT send a second assignment message after a successful delegate_task, that duplicates the assignment and can trigger the Worker twice.

An assignment intent sentence is not an assignment. Do not send same-room text such as "I need to delegate this", "I will assign this to the dev worker", "now delegate the first ready node", or "the dev worker should start" as a substitute for the Team Room assignment. The Worker is notified by the delegate_task auto-notification that visibly @mentions the Worker's full Matrix ID and gives a concrete task to start.

Use a Worker private room only for exceptional follow-up that should not be team-visible, such as sensitive clarification or direct recovery/debugging.
